From Muhammad bin Abu ‘Amir, from some of his companions, from Abu Abdallah (sa) that he said: ,,A muslim is the one, who left the people unharmed by his hand and tongue and a Mu’min is the one, from whom the people were kept safe, in terms of their wealth and their own self.” [Al-Ma’ani Al-Akhbar , page 239]

عن محمد بن أبي عمير، عن بعض أصحابه، عن أبي عبد الله عليه السلام أنه قال: المسلم من سلم الناس من يده ولسانه، والمؤمن من ائتمنه الناس على أموالهم وأنفسهم

And by Ali, by his father, by Ibn Abu Amir, by Muhammad bin Hakim, who said: ,,I said to Abu Al-Hassan Musa (sa): ,,The monstrosities makes you exit Islam?” So he said: ,,Yes and in place of the monstrosities, the Messenger of God (s.a.a.w.s.) said: ,,No one commits fornication, while being a believer and no one steals, while being a believer until he (s.a.a.w.s.) said: ,,And the avoidance of the monstrosities, which are: the killing of the soul which God has forbidden and the fornication, and theft and the drinking of Khamr [intoxicating drinks].” [Bihar Al-Anwar, Volume 66, Page 179]

ـ وعن علي عن أبيه ، عن ابن أبي عمير ، عن محمد بن حكيم قال : قلت لابي الحسن موسى ( عليه السلام ) : الكبائر تخرج من الايمان ؟ فقال : نعم وما دون الكبائر ، قال رسول الله ( صلى الله عليه وآله ) : لا يزني الزاني وهو مؤمن ولا يسرق السارق هو مؤمن إلى أن قال : ـ واجتناب الكبائر وهي قتل النفس التي حرم الله تعالى ، والزنا ، والسرقة ، وشرب الخمر

And from him, from Muhammad bin Isa, from Yunus, from Ishaq bin Ammar, from Abu Abdallah (a.s.) through the verse: {Those who avoid the grave sins and the shameful deeds, apart from the minor transgressions} he said: ,,The shameful deeds are: The fornication, the stealing, and the transgressions are: ,,One collects the sins and then asks God for forgiveness for them.” [Wasail-ush-Shia, Volume 16, Page 80]

ـ وعنه ، عن محمد بن عيسى ، عن يونس ، عن إسحاق بن عمار ، عن أبي عبدالله ( عليه السلام ) في قول الله عزّ وجلّ : ( الذين يجتنبون كبائر الإثم والفواحش إلا اللمم )  فقال : الفواحش : الزنا والسرقة ، واللمم : الرجل يلم بالذنب فيستغفر الله منه

Comment:

The government which is appointed by the people have no special right from God to either kill people in the name of law or “war on terror”, to steal money in the name of taxes and “protecting the poor” or any other sins which they, according to the people have some kind of legitimacy to do so.
