Hasan Ibn Yusuf Ibn Mutahhar Al-Hilli writes:

نقل شيخنا أبو جعفر بن بابويه رحمه الله عن شيخه محمد بن الحسن بن أحمد بن الوليد، عن سعد بن عبد الله رضي الله عنه أنه كان يقول لا يجوز الدعاء في القنوت بالفارسية، قال: وكان محمد بن الحسن الصفار يقول: أنه يجوز قال والذي أقول به أنه يجوز لقول أبي جعفر الثاني عليه السلام: لا بأس أن يتكلم الرجل في صلاة الفريضة بكل شئ يناجي به ربه عز وجل قال: ولو لم يرد هذا الخبر أيضا لكنت أجيزه بالخبر الذي روي عن الصادق عليه السلام أنه قال: كل شئ مطلق حتى يرد فيه نهي، والنهي عن الدعاء بالفارسية في الصلاة غير موجود، وقال الصادق عليه السلام كل ما ناجيت به ربك في الصلاة فليس بكلام. والذي اختاره ابن بابويه هو الحق عندي لنا الأصل الجواز، وما تقدم من الأخبار. احتج سعد بقوله عليه السلام صلوا كما رأيتموني أصلي ولم يفعل الدعاء بالفارسية في صلاة البيان. والجواب: إذا فعل مثل الأفعال فقد صلى كما فعل رسول الله صلى الله عليه وآله وإن تخلله الدعاء بالفارسية

,,Our teacher Abu Ja’far Ibn Babawaih (As-Saduq), God have mercy on him, reported from his teacher Muhammad Ibn Hasan Ibn Ahmad Ibn Walid that Sa’d Ibn Abdillah, God have mercy on him, said: ﴾It is not permissible to say the supplication while standing (Qunut) in Persian.﴿ But Muhammad Ibn Hasan As-Saffar said: ﴾It is permitted.﴿ Ibn Babawaih said: ﴾I take the position that it is permissible, based on the statement of Abu Ja’far Ath-Thani (Al-Jawad): ,,There is no problem, that one says all that in the obligatory prayer, by which you confide yourself to your Lord.”﴿ If this report had not been transmitted, then I would still allow it based on the transmitted report wherein Ja’far As-Sadiq (a.) said: ﴾Everything is unrestricted until a prohibition is given about it.﴿ But a prohibition to say the supplication in prayer in Persian does not exist and Ja’far As-Sadiq (a.) said: ﴾Anything, with which you confide to your Lord in the prayer, is not talking.﴿ That, which Ibn Babawaih has chosen, is in my opinion the right approach. With us and that, which has preceded in reports, there is in principle the permission. Sa’d ibn Abdillah argued with the saying of the Prophet (s.): ﴾Pray as you saw me pray.” And he did not say the supplication in the presented prayer in Persian. The answer to it is as follows: ﴾If you performed it the same in actions, then you have prayed, as the Messenger of God (s.) did, even if you said a supplication in Persian in between.﴿” [Mukhtalif-ush-Shi’ah, Volume 2, page 181 – 182]
