Is every unbeliever our enemy?

Question:

Are the people, who do not belong, to the followers of the people of the house (a.), our enemies?

Answer:

Abu Bakr Al-Hadrami reported that he asked Imam As-Sadiq (a.): ,,Are the Levantines worse or the Romans? He said: ,,The Romans are unbelievers, but they are not our enemies and the Levantines are unbelievers and they are our enemies.” [Al-Kafi of Al-Kulaini, Volume 2 Page 410 Hadith 5]

محمد بن يحيى، عن أحمد بن محمد بن عيسى، عن الحسين بن سعيد، عن فضالة ابن أيوب، عن سيف بن عميرة، عن أبي بكر الحضرمي قال: قلت لأبي عبد الله عليه السلام: أهل الشام شر أم أهل الروم فقال: إن الروم كفروا ولم يعادونا وإن أهل الشام كفروا وعادونا
