Muhammad Baqir Al-Majlisi writes:

المصباحين ذكر ابن عياش أن اليوم الثالث عشر من رجب كان مولد أمير المؤمنين عليه السلام في الكعبة قبل النبوة باثنتي عشرة سنة وروي عن عتاب بن أسيد أنه قال: ولد أمير المؤمنين علي بن أبي طالب عليه السلام بمكة في بيت الله الحرام يوم الجمعة لثلاث عشرة ليلة خلت من رجب وللنبي صلى الله عليه وآله ثمان وعشرون سنة قبل النبوة باثنتي عشرة سنة وروى صفوان الجمال عن أبي عبد الله جعفر بن محمد عليه السلام قال: ولد أمير المؤمنين عليه السلام في يوم الأحد لسبع خلون من شعبان

,,Al-Misbahain: Ibn Ayyash recorded that on the 13th day of Rajab was the birth of the Commander of the Faithful (a.) in the Ka’bah, 12 years before the Prophecy and it was transmitted from Attab Ibn Asid that he said: ﴾The Commander of the Faithful, Ali Ibn Abi Talib (a.), was born on Friday, the 13th night of Rajab. Night of Rajab, born in the Holy House of God in Mecca and the Prophet (s.) was 28 years old, 12 years before the prophecy.﴿ And Safwan Al-Jammal narrated from Abu Abdillah (As-Sadiq) that he said: ﴾The Commander of the Faithful (a.) was born on Sunday, the 7th of Sha’ban.﴿” [Bihar-ul-Anwar, Volume 35, page 6 – 7]

المشهور أن ولادة الإمام أمير المؤمنين عليه السّلام وسط الكعبة كانت في اليوم الثالث عشر من رجب في اثنتي عشرة سنة قبل البعثة النبوية الشريفة يقول علي بن إبراهيم (القمي): إن ولادة الإمام علي الهادي عليه السّلام كانت في الثالث عشر من شهر رجب أيضا و ذلك في السنة الرابعة عشرة بعد المئتين للهجرة المباركة

,,The widely accepted fact is that the birth of Imam, the Commander of the Faithful (a.), was on the 13th day of Rajab in the middle of the Ka’bah, in the year 12 before the venerable Prophetic sending. Ali Ibn Ibrahim (Al-Qumi) says: ﴾The birth of Imam Ali Al-Hadi (a.) was likewise on the 13th of Rajab and that in the year 214 after the blessed emigration.﴿” [Zad-ul-Mi’ad, page 24]

الإتيان بالاعمال الحسنة في الأزمان الشريفة موجب لمزيد المثوبة فزيارته صلوات الله عليه في ساير الأيام الشريفة أفضل لا سيما الأيام التي لها اختصاص به وظهر له فيها كرامة و فضيلة ومنقبة كيوم ولادته وهو على المشهور ثالث عشر رجب كما رووا عن عتاب بن أسيد أنه قال: ولد أمير المؤمنين عليه السلام علي بن أبي طالب عليه السلام بمكة في بيت الله الحرام يوم الجمعة لثلاث عشرة ليلة خلت من رجب وللنبي صلى الله عليه وآله ثمان وعشرون سنة قبل النبوة باثنتي عشرة سنة أو سابع شعر شعبان كما روى الشيخ في المصباح عن صفوان الجمال عن أبي عبد الله عليه السلام قال: ولد أمير المؤمنين عليه السلام يوم الأحد لسبع خلون من شعبان

,,Doing good deeds at respectable times leads to the increase of reward. Thus, visiting him (a.) on the other days is more excellent. Especially on the days on which he has a priority  and on which from him an appreciation, a merit and a distinction became apparent, such as the day of his birth and according to general belief, this is the 13th of Rajab as it was transmitted from Attab Ibn Asid who said: ﴾The Commander of the Faithful, Ali Ibn Abi Talib (a.), was born on Friday, the 13th night of Rajab. Night of Rajab, in the Holy House of God in Mecca and the Prophet (s.) was 28 years old, 12 years before the prophecy.﴿ Or on the 7th. of the month of Sha’ban as narrated by the scholar (At-Tusi) in Al-Misbah from Safwan Al-Jammal that Abu Abdillah (As-Sadiq) said: ﴾The Commander of the Faithful (a.) was born on Sunday, the 7th of Sha’ban.﴿” [Bihar-ul-Anwar, Volume 97, page 383]
