At-Tusi on Punishment for Transgression (Hudud)

Answer:

Muhammad Ibn Al-Hasan At-Tusi writes: “As for the implementation of punishments for transgressions (Hudud), its implementation is not allowed for anyone except for the Godly appointed ruler of the time or the one whom is appointed by the Imam to implement them. [An-Nihayah, page 300]
